Bid Document for LNG Spot Tender on a Delivered Ex Ship (DES) Basis — PLL/IMP/LNGT65

Pakistan LNG Limited (PLL), a public sector entity operating under the Ministry of Energy (Petroleum Division), Government of Pakistan, has issued a Bid Document for LNG Spot Tender No. PLL/IMP/LNGT65 on a Delivered Ex Ship (DES) basis. PLL invites bids from eligible LNG suppliers for the supply of two LNG cargoes to be delivered at the PGPCL re-gasification terminal at Port Qasim, Karachi. Each cargo has a volumetric quantity of 140,000 cubic meters with a tolerance of plus or minus 2%. Cargo 1 delivery window is 12 to 16 May 2026 and Cargo 2 delivery window is 24 to 28 May 2026. The bidding follows a Single Stage Two Envelope process with separate Technical Information and Commercial Offer envelopes. Eligible bidders must have an executed Master Sale and Purchase Agreement (MSPA) with PLL, evidence of delivery of at least 8 LNG cargoes in the last 24 months, and a Bid Bond of USD 300,000 from a scheduled bank with a minimum AA rating from PACRA or JCR-VIS. The deadline for submission of bids is 11 May 2026 at 14:00 hours PST at the 9th Floor, Petroleum House, Ataturk Avenue, G-5/2, Islamabad. Contract price will be evaluated in US$/MMBtu and awarded to the lowest compliant bidder per cargo.
