Description / Scope of Work
NED University of Engineering and Technology, Karachi invites proposals for the selection of a reputable consultant to provide detailed engineering design, drawing, documentation and detailed supervision of development of an elevated or raised hockey ground with synthetic turf and allied works at the university campus. The project is located in Karachi, Sindh province and requires comprehensive consulting services including design documentation and on-site supervision throughout the construction phase. The tender reference is PC(Hockey)/NED/CONSULTANT/01/8556/26 and bids are invited through the EPADS portal under the Sindh Public Procurement Rules 2010 as amended.
Eligibility criteria require that the consulting firm or individual consultant must be validly registered with PEC or PCATP, maintain valid FBR registration, hold valid registration with SRB (Sindh Revenue Board), and provide an affidavit on non-judicial stamp paper confirming no litigation history, non-blacklisting, and absence of corrupt or fraudulent practices. Consultants currently engaged with NED University must submit a satisfactory work progress certificate from the project in-charge. Bid security comprises a tender fee of Rs 5,000 and earnest money equivalent to 2 percent of the quoted amount, deposited as a Pay Order or Demand Draft in favour of Director Finance NEDUET, placed in the financial proposal envelope.
Bidding documents are available through EPADS at https://www.portalsindheprocure.gov.pk and https://www.neduet.edu.pk. Bids must be submitted in single stage two-envelope format containing separate sealed envelopes for technical and financial proposals. The bid submission deadline is 08 June 2026 at 10:00 AM, with opening scheduled for the same date at 10:30 AM at the Office of Director Procurement, Admin Block, NED University. Bid validity period is 90 days from tender opening. The selection method is Least Cost Selection (LCS). Bidders are requested to provide best and final pricing as no negotiations are permitted.
