The Ministry of Information Technology & Telecom (MoITT), Government of Pakistan, is issuing this Request for Proposal to engage a single successful bidder to design, establish, operate, and sustain seven Artificial Intelligence Hubs across major cities in Islamabad, Lahore, Karachi, Peshawar, Quetta, Muzaffarabad, and Gilgit. This procurement is part of the National Artificial Intelligence Advancement Initiative (NAAI), which implements the National AI Policy to accelerate AI adoption and ecosystem development nationwide. The selected bidder will develop fully equipped facilities featuring office spaces, internet connectivity, furniture, and fixtures, alongside comprehensive programs promoting innovation in AI product development and startup growth. The initiative aligns with strategic objectives to foster responsible, inclusive, and ethical AI development through multi-stakeholder engagement involving academia, industry, government, startups, and researchers.
The successful bidder must deliver startup incubation and coaching support, AI-focused curriculum and training programs, collaboration spaces and multimedia facilities, and linkages with incubators, accelerators, and venture capital networks. Bidders may submit proposals as individual legal entities or as Joint Ventures, consortiums, or other legally permissible arrangements represented by a designated Lead Bidder. The procurement follows a Single Stage-Two Envelope procedure, requiring technical and financial submissions from eligible organizations demonstrating relevant experience in establishing and operating innovation hubs or similar ecosystem-building initiatives.
