Description / Scope of Work
The Forest Department of Khyber Pakhtunkhwa, Lower Swat Forest Division invites sealed bids from eligible firms and contractors for the construction of two watch towers under the Single Stage Single Envelope E-Pak Acquisition and Disposal System (EPADS). The first package involves construction of one watch tower at Bandage Barikot in Compartment No. 38 with an estimated cost of 6.00 Million Pakistani Rupees, while the second package comprises construction of one watch tower at Shahderai in Compartment No. 07, also valued at 6.00 Million Rupees. Both projects fall within the Lower Swat Forest Division jurisdiction in Khyber Pakhtunkhwa province and are to be completed as per work orders issued by the division. The total procurement value spans 12 Million Rupees across both watch tower construction packages.
Bidders must possess a minimum Classification C-6 or higher from the relevant Professional Engineering Council (PEC) to be eligible for participation. A bid security of Rs. 130,000 is required for each package and must be submitted in the form of a bank draft, cheque, or bank guarantee electronically through the EPADS portal. All bidders are mandatorily required to be registered with the Khyber Pakhtunkhwa Revenue Authority under the Khyber Pakhtunkhwa Finance Act, 2013 Act No. XXI of 2013. The completion period for both watch tower construction projects is as per the work order issued by the divisional forest office.
Instruction to bidders documents can be obtained from the office of the Divisional Forest Officer, Lower Swat Forest Division on any working day or downloaded from the E-Pak Acquisition and Disposal System (EPADS) portal before the submission deadline of 09 June 2026 at 12:00 hours. Bids must be submitted electronically as per KPPRA Notification dated 24-06-2025 through the EPADS platform. The financial bid opening and tender opening will take place on the same day at 12:30 hours. The venue for bids opening is the Office of the Divisional Forest Officer, Lower Swat Forest Division at Gulkada Saidu Sharif Swat.
