Pre-qualification of Contractors for Building and Civil Works at Creeks and Karachi

The Military Engineer Services, through HQ DW&CE (Navy) at Naval Complex Islamabad, invites applications from firms and contractors for pre-qualification to tender for five major construction projects under Clauses 13, 15 and 16 of PPRA Rules 2004. The works include construction of buildings and civil infrastructure at Creeks Area and accommodation facilities at Karachi, representing a substantial federal infrastructure programme in Pakistan. Prequalified firms will be issued tender documents for competitive bidding against these five distinct work packages, each evaluated on scope and technical merit.

Large-scale military construction pre-qualification covering five projects split between Creeks Area and Karachi. Only MES-enlisted contractors in categories A or B may apply, requiring current PEC registration by 30 June 2027. Bid security of 2 percent of quoted value is required upfront. Tender evaluation will be competitive and merit-based. This represents recurring military infrastructure work with significant entry barriers—only experienced, well-capitalized firms with valid professional credentials should attempt qualification.

Who can bid: Firms must be enrolled with Military Engineer Services in category A or B and hold current Pakistan Engineering Council registration. Applicants require valid NTN, FBR, PEC and MES certificates, documented experience in similar works within five years, enrolled manpower including licensed engineers, and evidence of plant and machinery. Bank statements for two years are mandatory.
