Description / Scope of Work
The Public Health Engineering Division Kolai Pallas Kohistan, Government of Khyber Pakhtunkhwa, invites bids for the construction of twenty-two water supply and sanitation schemes across northern districts of Khyber Pakhtunkhwa under ADP Project No. 171. The tender covers multiple WSS schemes in District Kolai Pallas Kohistan with estimated costs ranging from 2.29 million to 15.99 million Pakistani rupees, totaling approximately 101 million rupees. Schemes include projects in villages such as Gabeer Shalkhan Abad, Kamin Khel Abad, Pan Chaki, Sali Abad, Chor Battera, Dil Khandaw Battera, Ochkar Battera, and numerous other settlements, with work to be executed under a Single Stage Two Envelope competitive bidding procedure through the EPADS portal.
Bidders must possess valid Professional Engineering Council (PEC) registration valid for 2025-26, valid enlistment certificates from the Works Department, and active registration with KPPRA and FBR. All bidders are required to submit a bid security of 2% of the estimated cost along with mandatory affidavits declaring non-involvement in litigation with PHE Division Kolai Pallas Kohistan and confirming no previous blacklisting or notices for project delays. Contractors already engaged with this office must provide performance certificates verified by the Executive Engineer. Additional security requirements apply: contractors bidding 10-20% below the engineer's estimate must deposit 8% additional security, while those bidding more than 20% below must submit security equal to the differential amount plus detailed rate analysis.
Bid solicitation documents and Bills of Quantities are available for download from the EPADS portal at kp.eprocure.gov.pk and the Khyber Pakhtunkhwa PPRA website at kppra.gov.pk, or may be obtained from the PHED office. Both technical and financial bids must be submitted separately in sealed envelopes in hard copy form and simultaneously uploaded on EPADS before 12:00 noon on 08 June 2026. Technical bids will be opened at 01:00 PM on the same day in the presence of authorized contractor representatives, with financial bid opening scheduled after technical evaluation.
