Description / Scope of Work
The Tehsil Municipal Administration (TMA) Lakki Marwat, under the Government of Khyber Pakhtunkhwa, invites electronic bids through the E-PAKS Acquisition and Disposal System (E-PADS) for six Drinking Water Supply Schemes (DWSS) approved under ADP scheme 240245 for solarization of tubewells. The total estimated cost is Rs. 30.00 million across six sub-schemes located in various neighborhoods of Lakki City, including Main Larri Ada, near Children Park, Mohalla Saeed Khel, Khabir Khan Play Ground, Toti Abad Main Mian Wali Road, and Mohalla Gull Wali Abad. This is a Single Stage Two Envelope procurement process conducted entirely online via the official E-PADS portal at https://kp.eprocure.gov.pk.
Eligible bidders must hold active registration with the Pakistan Engineering Council (PEC) for financial year 2026-27 in category C-6 or above with codes EE-11 (Solar Energy) and ME-07 (Water Supply), be enlisted with the Local Council Board (LCB) Khyber Pakhtunkhwa, possess active registration with the Khyber Pakhtunkhwa Revenue Authority (KPRA), and maintain Federal Board of Revenue (FBR) Active Taxpayer List (ATL) status. A 2% bid security of Rs. 600,000 in the form of a Call Deposit Receipt (CDR) from a scheduled bank is mandatory. Additional security of 8% applies to bids quoted 10-20% below the estimate, and security equal to the differential amount plus detailed rate analysis applies to bids more than 20% below.
Bid Solicitation Documents and Bill of Quantity (BOQ) are downloadable from kp.eprocure.gov.pk and kppra.gov.pk. All bids must be submitted electronically via the E-PADS portal with the physical CDR reaching TMA Lakki Marwat office before 11:00 AM on 26 August 2026. Online bid opening will occur at 11:30 AM the same day in the TMA committee room. Tender rates must be quoted as Above/Below percentages on Market Rate System (MRS) and non-MRS items.
