Construction of 10 Government Colleges in Khyber Pakhtunkhwa - EPADS Tender

The C&W Building Division Mansehra, Government of Khyber Pakhtunkhwa invites electronic bids from eligible firms and contractors for the construction of 10 government colleges across Khyber Pakhtunkhwa on a need basis, including the Degree College for Boys Mansehra City and SHL Govt. Degree College for Boys Mansehra City. This major infrastructure project is being procured through single stage two envelope bidding on the EPADS system in accordance with KPPRA procurement rules 2014. The total project value is estimated at approximately Rs. 585.045 million with a completion period determined as per work order requirements. Two separate packages are being invited: Package No. 1 covering main building construction with basement plus three floors, internal electrification, water supply and sewerage systems, telephone systems, CCTV infrastructure, and fire safety systems with an estimated cost of Rs. 476.719 million in the C-3 and Above category; and Package No. 2 for teacher hostel facilities, guard room, road works, boundary and retaining walls, gate works, overhead water tanks, septic tanks and external electrical works with an estimated cost of Rs. 108.366 million in the C-4 and Above category.

Bidding is open to firms and contractors meeting the required PEC registration category standards. Eligible contractors must furnish bid security equivalent to 0.05 percent of the tender value as specified in the conditions of contract. Bidders with valid NTN and income tax certificates are required to submit along with their technical proposals. The contractor quoting bids below 10 percent of the engineer's estimate shall submit bid security at 2 percent of the engineer's estimate, while those quoting between 10 and 70 percent below estimate shall submit 20 percent of the engineer's estimate as security. All bidders must comply with C&W Department requirements and demonstrate financial soundness and technical capability.

Bidding documents are available for download from the EPADS system and KPPRA website. Clarifications can be obtained from the C&W Building Division Mansehra office during working hours on or before June 10, 2026. Electronic bids must be submitted strictly through the EPADS system in accordance with bidder instructions by the closing date of June 10, 2026 at 12:00 PM, with opening of financial bids scheduled after approval of technical bids by the competent authority. A non-refundable printing fee of Rs. 3,000 is required, and a facility for internet access is available during the tender submission period.
