Strengthening of 12 DHQ Hospitals Building Capacity COVID-19 Response in Khyber Pakhtunkhwa

The Government of Khyber Pakhtunkhwa Communication and Works Department, C&W Mega Project Division Swat, invites electronic bids from eligible firms and contractors for strengthening of twelve District Headquarters (DHQ) Hospitals across Khyber Pakhtunkhwa with building capacity to respond to COVID-19 and any future pandemic emergencies. This procurement notice covers four major hospital strengthening projects under ADP No. 520/210121 for the 2025-26 fiscal year, including DHQ Hospital Baikhela, DHQ Hospital Saidu Swat, DHQ Hospital Shangla, and DHQ Hospital Chitral. The scope encompasses building infrastructure enhancement and capacity development at fifty percent provincial share funding. The contract completion timeline is as per the work order with submission deadline of 17 June 2026.

Eligible bidders must be firms and contractors registered with Khyber Pakhtunkhwa Revenue Authority (KPPRA) and Pakistan Engineering Council (PEC) in relevant category of specialization with adequate financial soundness, technical experience, personal capabilities, and required equipment. Bidders must demonstrate C-02 category registration with specialized codes as detailed in bidding documents. Bid security of two percent of the Engineering Estimate is required, with additional security provisions for bids quoting below estimate rates as per KPPRA procurement rules 2014. Call deposits or bank guarantees issued by scheduled banks in favor of the Executive Engineer are acceptable.

Bid solicitation documents can be obtained from the undersigned office with a photocopy charge of Rs. 10,000 through E-PADS System. Technical bids will be opened on 17 June 2026 at 12:00 hours at the office of Executive Engineer C&W Mega Projects Division Swat, while financial bids opening date will be announced separately after technical bid approval. All bidding process will be conducted through E-PAD System with proper evaluation criteria including experience, records, personal and equipment capabilities, financial soundness and audit reports. Contractors must submit affidavits and detailed rate analysis as required.
