Description / Scope of Work
The Executive Engineer of the Urban Planning and Development Department, Quetta Division, Balochistan invites electronic bids from eligible contractors for the execution of Banshore and Karezai Development Package works for the year 2026 based on composite schedule rates of 2023 on percentage rates. The estimated cost of the project is PKR 1,936,266,162 with a tender fee of PKR 2,000 and bid security requirement of 2 percent. The project scope includes road, drainage, retaining structures, and water supply works located in Quetta, Balochistan. Procurements shall be made under the Balochistan Public Procurement Rules 2014, and all bidders must be registered with the Electronic Public Procurement System of BPPRA GOB.
Eligibility requirements mandate that bidders must be on the active taxpayer list, not blacklisted by any procuring agency, and possess registration with Pakistan Balochistan Revenue Authority. Bidders must demonstrate completed previous work of similar nature with a minimum turnover of PKR 1,355,386,313 and show financial capacity through registration with Pakistan Engineering Council (PEC) at C-1 category and above with at least PKR 2,500 million in relevant work categories. Bidders must have no conflict of interest, provide affidavit on 100 rupee stamp paper with notary attestation, and have completed at least one project in road, dam, building, and water supply works with estimated cost of PKR 500 million. A minimum of two assignments of equivalent estimated cost must also be demonstrated. Bid security must be submitted in the form of bank guarantee or deposit call as specified in the original CDR with green challan.

Bids must be submitted electronically through the supplier dashboard by 01 June 2026 at 09:00 AM. Tender opening will occur on the same day at 10:00 AM on the EPPS system.
