Description / Scope of Work
The Project Implementation Unit of the Punjab Urban Land Systems Enhancement (PULSE) Project, Government of the Punjab, invites sealed bids in a one-envelope bidding process for the procurement of Biometric Devices and Web Cameras under World Bank financing. The procurement consists of two lots: Lot 1 comprises 100 Thumb Devices with a bid security of PKR 1,000,000, and Lot 2 comprises 600 Web Cameras with a bid security of PKR 1,000,000. The project is being implemented by the Punjab Land Records Authority (PLRA) in Punjab province to enhance urban land systems and improve land governance infrastructure.
Eligible bidders must possess relevant experience in supplying such devices and must comply with the World Bank's Procurement Regulations for IPF Borrowers dated November 2020. All bids must be accompanied by a Bid Security in the form of a CDR (Cash Deposit Receipt) or unconditional bank guarantee of the required value as specified for each lot. Bidders are required to meet all technical and financial qualification criteria outlined in the bidding documents to ensure their eligibility for participation.
Interested eligible bidders may obtain further information and inspect bidding documents during office hours 0900 to 1700 hours at the address provided below or download documents from the website at https://pulse.pup.pk/. A pre-bid meeting will be held on June 03, 2026 (Wednesday) at 1100 hours Pakistan Standard Time, which potential bidders may attend physically or virtually via Zoom link on request at pgiupulse@punjab.zameen.gov.pk. Bids must be delivered on or before 1100 hours June 22, 2026 (Monday) to the procurement office. Electronic bidding is not permitted and late bids will be rejected.
