Description / Scope of Work
King Edward Medical University, Lahore invites sealed bids and tenders from manufacturers, authorized distributors, and well-reputed firms for the procurement of laboratory items required for the research grant of Dr. Amna Zia, a Ph.D. Scholar, under the financial year 2025-26. The procurement shall be conducted on a free delivery to consignee's end basis and is governed under the Punjab Procurement Rules 2014 as amended to date. Bidding documents will be available immediately after uploading on the EPAD PPRA website and can also be downloaded from the King Edward Medical University website and the Punjab Procurement Regulatory Authority portal. The tender is open to all well-reputed firms, distributors, retailers, and authorized agents with sound financial positions and relevant experience in supplying laboratory and computer stationery items, including manufacturers and sole agents or importers of imported goods in Pakistan.
Eligible bidders must be registered in the sales tax and income tax departments with active professional tax of the current financial year. Bidders are required to submit a call deposit or bid security equivalent to two percent of the estimated value in the form of a cash deposit receipt or bank guarantee in the name of the Vice Chancellor, King Edward Medical University, Lahore, along with the technical proposal. The bid validity period is 180 days. Offers that are handwritten, lack brand mentions, are received without call deposit, or are submitted after the stipulated deadline shall not be considered. Similarly, bids from firms with bad experience with KEMU, those blacklisted or suspended by authority, or those with conditional or ambiguous offers shall be rejected.
The bidding procedure follows a single-stage, two-envelope system where technical and financial proposals are submitted separately. The technical envelope will be opened first and evaluated without reference to price, followed by a five-day grievance period. Financial bids will then be opened after technical evaluation is completed and grievances are resolved, with a further ten-day grievance period before contract award to the lowest evaluated bidder. Bids must be addressed to the Vice Chancellor, King Edward Medical University, Lahore, and submitted to the Senior Purchase Office, Patiala Block, KEMU, Lahore. Tender opening is scheduled for 06/06/2026 at 10:30 am through the PPRA EPADS online portal. Bidders are encouraged to submit their best and final minimum prices.
