Description / Scope of Work
The Directorate General of Archaeology, Government of the Punjab invites qualified bids for outsourcing and renting of the cafeteria facility at Multan Museum located on Water Works Road near Qasim Bagh Fort in Multan. This is a single-stage two-envelope tender for a three-year contract with the option to extend for an additional two years. The cafeteria operates both indoor and outdoor spaces within the historic museum, which houses archaeological artifacts, coins, manuscripts, stone carvings, and ethnological objects reflecting ancient and Islamic heritage. The estimated annual rent is PKR 1,000,000, and the government aims to improve visitor experience, enhance food quality, and generate revenue for conservation and community benefit while retaining ownership and control with the Directorate.
Eligible bidders must be legally registered with SECP or relevant Pakistani entities with active tax registrations in FBR and PRA. Applicants should demonstrate relevant experience in coffee business, theme-based cafés, high-footfall location management, or food court operations, plus prior collaboration with government or semi-government authorities. Financial capacity must be evidenced through audited financial statements or income tax returns for the preceding three years. A bid security (call deposit) of PKR 50,000 representing 5% of estimated annual rent is required, along with an undertaking that the firm is not blacklisted by the procuring agency or PPRA. Consortia and joint ventures are permitted with clearly defined roles and a designated lead member.
Bids must be submitted online via the e-Procurement System (EPADS) at https://punjab.eprocure.gov.pk before 11:00 AM on 9th June 2026, with opening scheduled for 11:30 AM the same day. Late submissions will not be considered. Upon award, the successful bidder must deposit performance security equal to three months' rent as a bank guarantee, and 10% of annual estimated rent as fixed security for existing inventory and facilities. All government taxes apply as per law. Interested bidders may visit the site with prior permission from DGA. Final award will be made to the technically qualified highest financial bidder.
