The Special Investment Facilitation Council (SIFC) under the Cabinet Secretariat invites electronic bids from well-reputed and experienced premium café operators and high-end hospitality contractors for the provision of end-to-end operation of a premium corporate lounge at SIFC, Prime Minister's Office in Islamabad, Federal. The lounge is designed to serve foreign and local investors, delegates, and senior officials of SIFC in particular, with a seating capacity of approximately 40 to 60 guests at a time. The successful bidder will be responsible for complete lounge operations including provision and installation of commercial barista equipment, professional barista and service staff, and premium beverages and light accompaniments, while SIFC provides the physical space, basic utilities such as electricity and tap water, and lounge seating furniture. Service standards must comply with the highest standards of premium corporate hospitality and five-star hotel lounge environments, with continuous monitoring and assessment by SIFC officials.
Bidders must be on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) for both income and sales tax, demonstrating financial credibility and compliance with national tax obligations. A refundable bid security of Rs. 300,000 (Rupees Three Lacs) in the form of a bank draft or pay order payable to the Deputy Director (General), SIFC, is mandatory. The scanned copy of bid security must be uploaded with the online bid submission, and the original instrument must be physically submitted to the SIFC office prior to bid closing. The bidding procedure follows a Single Stage, Two Envelope method in accordance with Public Procurement Regulatory Authority (PPRA) Rules, ensuring transparency and competitive fairness.
Bid documents must be submitted exclusively through the E-PADS portal (federal government's e-procurement system) with all bidding materials, including both eligibility documents and financial proposals, uploaded online by 12 August 2026 at 11:00 AM, with no physical or hard copy financial bids accepted. Bids will be opened on the same day at 11:30 AM by the evaluation committee at SIFC's office in Islamabad.
