Description / Scope of Work
District & Sessions Judge Jhelum invites sealed bids for the procurement of a Hybrid Solarization Off-Grid system for Courts and Allied Offices in Jhelum, Punjab. This civil works project has an estimated cost of Rs. 25.441 million and is being tendered through the E-Procurement system (EPADS) in accordance with Punjab Procurement Rules 2014. The tender follows a Single Stage Single Envelope (SSSE) bidding procedure and is open to all contractors registered with the Pakistan Engineering Council (PEC) in relevant categories. The work involves the design, supply, installation and commissioning of a hybrid solar power system to provide reliable off-grid electricity to court facilities and associated government offices in Jhelum district.
Eligible bidders must possess valid current registration with the Pakistan Engineering Council, be registered with the Punjab Revenue Authority and Federal Board of Revenue for Income Tax and General Sales Tax purposes, and must be registered on the Punjab PPRA E-Procurement website at https://punjab.eprocure.gov.pk/. Contractors are required to submit an Earnest Money deposit of Rs. 1,272,050 in the form of a Call Deposit Receipt (CDR) at 5 percent of the estimated cost from any scheduled bank in the name of District & Sessions Judge Jhelum. The successful bidder will be required to furnish a Performance Guarantee of 10 percent of the Estimated Cost within 15 days. All financial bids must include detailed rate analysis with item-wise pricing against the Detailed Notation of Items (DNIT) and Bill of Quantities (BOQ), and incomplete bids will be declared non-responsive.
Bidders must upload complete bidding documents on the PPRA E-Tendering website (EPADS) before the submission deadline. The original Call Deposit Receipt must be physically submitted to the Tender Opening Committee at the office of District & Sessions Judge Jhelum, Session Court Jhelum, half an hour before bid opening. Bids will be retrieved and rates announced on 08.06.2026 at 11:00 AM, with the opening of bids taking place at 11:30 AM the same day in the presence of the Tender Opening Committee. A Grievance Redressal Committee has been constituted vide notification No. 1642/B-11 dated 20.09.2025 to address bidder complaints in accordance with PPRA Rules.
