Description / Scope of Work
The Sindh Prisons & Corrections Service invites sealed bids for the supply of cooked food to prison inmates of the Youthful Offenders Industrial School & Correctional Facility located in Karachi for the financial year 2026-2027. This procurement is being conducted through the SPPRA E-Pak Acquisition & Disposal System (E-PADS) using a Single Stage Two Envelope Procedure. The tender encompasses provision of nutritionally balanced meals including a fortnightly diet menu, special dietary provisions during the month of Ramzan, and meals for special occasions, with specifications detailed in the bid document annexures. The contract covers daily meal supply for an average prison population as specified in the tender documents and is under the administrative purview of the Government of Sindh.
Bidders must be registered and in good standing with relevant regulatory authorities. A bid security in the form of a Pay Order, Demand Draft, Bank Guarantee, or CDR drawn in favour of the Inspector General of Prisons Sindh is mandatory and must be submitted in original form along with a duly attested affidavit bearing the latest date. The security must reach the Office of the Inspector General of Sindh Prisons & Corrections Service at Pir Illahi Bux Road, Muslimabad Co-operative Housing Society, near Dawood University of Engineering & Technology, Karachi, on or before the prescribed submission deadline. All bidders must comply with the Integrity Pact requirements and provide required documentation including bidder information forms and affidavits as per tender specifications.
Bids must be submitted electronically through the SPPRA E-PADS website only; no manual submissions are accepted. The tender document includes technical specifications for dietary articles, daily diet scales for prisoners, and pricing schedules in Annexes A through D. Bid documents can be obtained from the office of the Inspector General of Sindh Prisons & Corrections Service. Bidders are advised to verify inclusion of their bid security and documents in the official bid opening list on E-PADS to confirm valid submission, as any items not reflected in the opening list will be treated as not submitted.
