Description / Scope of Work
DHQ Hospital Hafizabad invites bids from eligible suppliers for a framework contract for the purchase of laboratory items for the financial year 2026-27. This single stage two envelope procurement process is open to all registered suppliers including associations of persons, companies, sole proprietors and general order suppliers. The estimated cost of the contract is 20 million Pakistani rupees. Bidders must be registered with relevant Registration Authorities and Tax Departments. The procurement shall be conducted in accordance with the Punjab Procurement Authority Act 2009 and Punjab Procurement Rules 2014 through the E-PADS system only.
Eligible bidders shall not be under blacklisting declaration by the Procuring Agency or Punjab Procurement Regulatory Authority. If a bidder is blacklisted during the procurement process or contract execution and wishes to proceed, they must provide a 100 percent bank guarantee against the awarded contract value. Bidders must submit a bid security in the form of CDR or bank guarantee at 2 percent of the estimated contract cost in favor of the Medical Superintendent DHQ Hospital Hafizabad. The original CDR or bank guarantee is compulsory and must be submitted to the Procurement Committee before the closing date and time.
Bid documents are available on the PPRA website at www.ppra.punjab.gov.pk and the E-PADS portal at www.punjab.eprocure.gov.pk. Technical and financial proposals must be duly signed and stamped in complete conformity with bidding documents. Bids must be inclusive of all applicable government taxes. E-bids will be retrieved by the Procurement Committee on the opening date in the presence of bidders or their authorized representatives. The closing date is June 9, 2026 at 10:00 AM and opening is scheduled for June 9, 2026 at 10:30 AM.
