Description / Scope of Work
Pakhtunkhwa Highways Authority (PKHA), Government of Khyber Pakhtunkhwa, invites sealed bids from eligible firms and contractors for five major infrastructure schemes under the Single Stage Two Envelopes procurement procedure in accordance with KPPRA Procurement Rules 2014. The schemes include road construction from Pattrak to Thal Kumrat in Upper Dir spanning 37.325 kilometers, road rehabilitation from Shahra-e-Tanawal in Haripur to Beer, and design and construction of bridges in Peshawar and Charsadda districts. Total estimated project value exceeds PKR 4.2 billion. Bidders must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Pakistan Engineering Council (PEC) in relevant categories with required financial soundness, relevant experience, and personnel capabilities. Joint Ventures comprising bidders holding at least the required PEC category are also eligible.
Eligibility requirements include KPRA registration proof, C&W Department enrollment, valid CNIC, company Form H, proof of similar works completed in the last ten years, details of machinery and equipment, technical staff particulars with PEC registration, annual audit reports, and tax return certificates. Bid security of 2 percent of estimated cost must be submitted in hard form sealed envelope for bids quoted up to 10 percent below engineer's estimate. Bids quoted between 10 and 20 percent below estimate require additional 8 percent security, while bids exceeding 20 percent below require detailed rate analysis and additional security equal to the differential amount.
Bidding documents including priced BOQ, engineer's estimate, instructions to bidders, and evaluation criteria are available on PKHA website (www.pkha.gov.pk) and EPAD System (https://kp.eprocure.gov.pk) for download. Both technical and financial bids must be submitted online through EPAD System. Tender entry fee (non-refundable) and bid security with price bid form must be submitted in hard sealed envelopes to Deputy Director (Procurement), PKHA Head Office, Attached Departments Complex, Gate No. 5, Khyber Road, Peshawar, on or before closing deadline of 15 June 2026 at 1200 hours. Technical bids will be opened at 1230 hours the same day, with financial bids opened after approval of technical evaluation.
