Description / Scope of Work
The Kotli Development Authority invites request for proposal (RFP) for planning, designing and development works of River Garden Housing Scheme in Kotli, Azad Jammu and Kashmir. The project is a 36-month engagement with a bid security requirement of PKR 3.00 million, governed by AJK PPRA Rules 36(b) and Kotli Development Authority Regulations for Development and Disposal of Estate 1994. This is a single-stage two-envelope bidding procedure open to eligible firms, investors and developers licensed by Pakistan Engineering Council (PEC) and endorsed by the Authority for financial year 2025-26 in category CA or above.
Eligible bidders must be registered with PEC in category CA or above and possess a minimum total annual turnover of PKR 1.00 billion in the last five years. Additionally, bidders must have minimum annual construction turnover of PKR 1.00 billion in the last three years, successfully completed large-scale infrastructure projects including roads, sewerage networks, water supply systems and electrification networks during the last ten years, and substantially completed or ongoing development works of at least 1000 kanal during the last five years. Bidders must also provide evidence of at least one similar housing scheme contract substantially completed or in hand within the last ten years. Joint venture participation is permitted with a maximum of three partners, including at least one PEC-registered consultancy firm, subject to prior employer approval. Tax returns and audit reports from SECP-registered auditors for the last three years are mandatory, with the 2024-25 audit report being compulsory.
Bid documents are available at the Office of Kotli Development Authority, Kotli on written request upon payment of PKR 5,000 non-refundable. Technical and financial proposals, clearly marked as originals, must be submitted by 12:00 PM on 16-06-2026, with technical bid opening scheduled for 12:30 PM on the same date. A Deposit at Call (CDR) of PKR 3.00 million from a scheduled bank must accompany the technical proposal.
