Description / Scope of Work
The Town Municipal Corporation Jinnah District (East) in Karachi, Sindh is inviting sealed tenders for repair and maintenance of trenches, road work, paver work, sewerage work, kerb stone and other related civil work across ten separate contract packages in Karachi. The tender includes works at Ward No. 01, 02, 03, 04, 06, 07 and surrounding areas including UC-07, UC-08 within TMC Jinnah jurisdiction. The estimated contract values range from approximately 4.88 million to 4.99 million rupees per package, with a total tender cost of 10,000 rupees per contract. This is a single-stage-two-envelope procurement process conducted in accordance with SPPRA Rules 2010 as amended in 2024. The work completion period is eleven months for each contract package.
Eligibility criteria require participants to possess a valid CNIC, current year PEC (Pakistan Engineering Council) registration, valid NTN Certificate confirming active tax payer status with Federal Board of Revenue, valid SRB Certificate for Sindh Revenue Board, and an affidavit confirming the firm has never been blacklisted or involved in any court case or litigation with government or semi-government departments. Bidders must provide specific construction experience in similar nature of work executed during the last three years, with at least two similar work orders at eighty percent value supported by completion certificates from government sector. Bid security is fixed at five percent of the project cost as per SPPRA regulations. Bank turnover certificate of 100 million rupees and last five years bank statements are required, along with SESSI Certificate for Sindh Employees Social Security Institute.
Bidding documents shall be downloaded from the SPPRA e-PADS website. All bids must be submitted online only through the SPPRA e-Procurement System (e-PADS) on or before 09-06-2026 by 10:00 AM, with opening scheduled for the same day at 10:15 AM after 00:00 AM no physical pay orders accepted. Bid validity is twenty months as per SPPRA Rules. Bidders must upload both tender cost and bid security pay orders along with their bid submission on the e-PADS website and submit them physically before opening of bid in Council Hall TMC Jinnah District (East) near KDA Police Station, Block-14, University Road, Gulshan-e-Iqbal, Karachi. Hard copies of bids, conditional bids, late submissions, and documents from blacklisted firms will be rejected.
