Description / Scope of Work
The Chief Commissioner for Afghan Refugees (CCAR) under the Hosting Community Support Programme (HCSP) invites pre-qualification applications from eligible contractors, firms, and joint ventures for solarization works in education, health, water supply, irrigation, and renewable energy sectors across four provinces in Pakistan. The project involves implementation of roof-top solar power generation systems for buildings and tube wells through the Project Management Unit (HCSP). This notice is published by the Project Director of HCSP in coordination with the CCAR and aims to identify qualified contractors capable of executing the planned solarization initiatives.
Eligible bidders must be contractors or firms registered with the Private Power and Infrastructure Board (PPIB) under AEDB Certification Regulations 2021, classified in Category C-1 or higher by the Pakistan Engineering Council (PEC), and possess CE10, EE04, and EE11 codes for specialization. Pre-Qualification Documents containing detailed terms, conditions, submission procedures, and evaluation criteria are available on the E-Pak Acquisition and Disposal System (EPADS) of PPRA at https://epaeds.gov.pk/ from May 21, 2026 through June 8, 2026. The pre-application submission meeting will be held on June 2, 2026 at 1130 hours in the Office of the Project Director (HCSP), PMU, CCAR, Emigration Tower, 5th Floor, Sector G-5/1, Islamabad. Completed applications prepared according to the Pre-Qualification Document instructions must reach the Office of Project Director (HCSP), PMU, CCAR, Emigration Tower, 5th Floor, Sector G-5/1, Islamabad by June 8, 2026 at 1130 hours. Applications received after the deadline will not be considered. Only pre-qualified contractors will be invited to submit bids.
