Municipal Committee Hafizabad invites e-bids for three separate lots of services and arrangements required for Muharram Ul Haram 2026 celebrations in Hafizabad, Punjab. Lot 1 concerns lighting arrangements on Muharram routes with an estimated cost of Rs. 13,97,500 and bid security of Rs. 69,875. Lot 2 involves hiring of pre-cast concrete slabs, wooden plants, and bricks for temporary drain covering arrangements on Muharram Ul Haram routes, with estimated cost Rs. 15,89,700 and bid security Rs. 79,485. Lot 3 covers making arrangements for Sabeel (free drinking water) and Niaz (food distribution) during Muharram Ul Haram, estimated at Rs. 19,88,700 with bid security Rs. 99,435. The total project value across all three lots is approximately Rs. 49,75,900.
Eligibility criteria require that bidders and contractors must be registered with the e-PADS registration system and possess valid registrations with FBR (Federal Board of Revenue), PRA (Punjab Revenue Authority) with NTN and PNTN numbers, and PPRA (Punjab Public Procurement Regulatory Authority) for e-procurement purposes. All e-bids must be accompanied by bid security equivalent to 5 percent of the estimated cost in the form of CDR, Bank Guarantee, Demand Draft, or Pay Order made payable to Municipal Committee, Hafizabad. Original bid security instruments must be submitted in a clearly marked envelope at the Municipal Committee Office near Fawara Chowk, Hafizabad, before the e-bid submission deadline.
Bidders must submit complete e-bids by uploading PDF files through the e-Pak Acquisition and Disposal System (e-PADS) website at https://punjab.eprocure.gov.pk. E-bids submission deadline is 08-06-2026 at 11:00 AM with opening scheduled for 08-06-2026 at 11:30 AM on the same day. Rates for all items in the Bill of Quantities must be quoted in both figures and words; conditional tenders will not be accepted and bids without complete item quotes will be deemed non-responsive. The procuring authority reserves the right to reject any or all bids at any time prior to acceptance under Punjab Procurement Rules 2014 Rule-35.
