Description / Scope of Work
The Office of the Inspector General of Prisons, Punjab, Lahore invites e-bids for the procurement of food and essential commodities required for prisons across Punjab for the financial year 2026-27. This is a large-scale e-procurement tender with an estimated total value of approximately PKR 2.08 billion. The procurement covers twenty items including packed milk (UHT), cooking oil, tea leaves, various dal varieties, spices, white sugar, rice basmati, rock salt, and other staple goods to be supplied across eight regions including Lahore, Faisalabad, Sargodha, Rawalpindi, Sahiwal, Multan, D.G Khan, and Bahawalpur. The tender is being conducted under the Punjab Procurement Rules 2014 using the e-bidding procedure with single-stage two-envelope methodology.
Eligibility is restricted to bidders registered on the Electronic Procurement Information System (EPADS) platform, including firms, companies, sole proprietors, and general order suppliers. Bidders must maintain valid registration credentials on EPADS to participate. A bid security of 2 percent of the estimated cost is mandatory for each item, to be submitted in the form of a CDR or postal order (refundable) in favor of the Inspector General of Prisons Punjab. Successful bidders will be required to deposit an additional performance guarantee of 5 percent of the contract amount prior to contract execution. All quoted prices must be inclusive of taxes and transportation costs, with delivery required F.O.R. at Jail Gate with no carriage expenses payable by the procuring authority.
Bidding documents are available for free download from the PPRA website, EPADS platform, and the Prisons Department website (www.prisons.punjab.gov.pk). E-bids must be uploaded on EPADS by June 29, 2026 at 11:00 AM with opening scheduled for the same day at 11:30 AM. Bids received through hand delivery, mail, dak, or courier service will not be accepted. The bid validity period is 90 days from the date of submission. Physical bid security documents must be submitted by hand before the closing time. The Inspector General of Prisons Punjab reserves the right to reject all bids under Rule 35 of PPR 2014.
