Description / Scope of Work
The Capital Development Authority invites electronic bids for the construction of residential facilities for female officers in Sector H-8/4, Islamabad, on a G+4th floor basis. This project is valued at Rs. 768,002,315 and falls under the Procurement & Contract Agreement-I framework. The tender is issued under Single Stage—One Envelope bidding procedure as per PPRA Rule 36(a) and is open to well-reputed firms registered with the Pakistan Engineering Council. The scope encompasses the complete design and construction of residential facilities in Federal territory, with detailed specifications available in the full bidding documents.
Eligible bidders must possess a valid Registration Certificate in Category C-2 with Project Codes CE-09, CE-10, EE-04, and ME-02 for the financial year 2025-26. All prospective bidders are required to submit a bid security of Rs. 15,360,000 in the form of a Pay Order or CDR in favor of the DDO (Procurement & Contract), CDA. A scanned copy of the bid security must be uploaded on the E-PADS platform in PDF format, while the original document must be presented on or before the bid submission deadline at the office of the Director (P&CA-I), CDA. Bidders must demonstrate full eligibility and qualification as outlined in the bidding documents.
Electronic bidding documents are available for registered bidders on the EPADS portal at www.eprocure.gov.pk and www.ppra.org.pk. All bids must be submitted online through E-PADS at http://eprocure.gov.pk on or before June 11, 2026 at 1130 hours; manual bids will not be accepted. Technical bids will be opened publicly on the same day at 1200 hours at the office of Director (P&CA-I), Room No. 29, Block III, P&C Wing, CDA Secretariat, Sector G-7/4, Islamabad, in the presence of the procurement committee and authorized bidder representatives.
