Description / Scope of Work
The Directorate of Eastern Zone, Capital Metropolitan Government Peshawar invites sealed tenders on E-PADS for three procurement schemes under MRS-2025 (1st Bi Annual) for non-MRS items through single stage single envelope bidding. The tender encompasses supply of tent and catering items for the Command Post on rent basis during Muharram UL Harram 2026 (valued at 13.888 million), supply of electric accessories for pressession routes during Muharram-Ul-Harram 2026 (10.449 million), and patch work for pressession routes Muharram Ul Harram 2026 (7.00 million). Total project scope spans approximately 31.337 million across multiple work items in Peshawar, KPK province. Bidders must be registered with Pakistan Engineering Council (PEC), Local Council Board (LCB), KPRA (Khyber Pakhtunkhwa Public Procurement Regulatory Authority), enrolled with C&W Department and maintain active status with FBR as per Centralized Enlistment Policy.
Eligibility requires valid PEC, LCB and KPRA registration certificates current for the financial year. Bidders must submit 2% earnest money (bid security) as call deposit in favour of the Director General, CMG Peshawar, with tender fee of 0.03% non-refundable on engineer estimate. Additional bid security and compliance with KPPRA rules and notification S.R.O.(14)/Vol: 1-24/2021-22 / 6058-71 dated 10th May 2022 are mandatory. All bid documents must include original bid securities and detail rate analysis where applicable. Mismatching between scanned copies and hard copies, or submission of false or materially inaccurate information will result in disqualification under KPPRA Act Section 29(1) and Rule (43).
Bidding documents are available for download from the official EPADS website (eprocure.gov.pk) after publication of NIT on Daily Newspaper and KPRA website. BSD must be filled neatly with clear copy uploaded on EPADS at time of submission. Sealed bids with original securities and detail rate analysis must be delivered by courier to the Office of Directorate of Eastern Zone, CMG Peshawar before 12:30 PM on 12th June 2026. Technical bid opening commences at 2:00 PM same date. Bids remain valid for 90 days from closing date. In case of tie or drawn amongst responsive bidders, decision shall be through free toss considered final.
