Description / Scope of Work
Tehsil Municipal Administration Besham, under the Local Government, Election & Rural Development Department of the Government of Khyber Pakhtunkhwa, invites e-tenders for the fabrication and supply of solid waste management machinery. The procurement includes one mini tipper/encroachment sanitation fabrication unit of 1.5 cubic meters capacity, one front end loader and backhoe with sunshade attachment, and two hydraulic tipping trolleys of 5 tons capacity with pentile hok and sunshade. The department will provide the chassis and tractor bases; bidders are responsible for fabrication and complete supply with free delivery to the TMA office in Besham. This tender is issued under single stage two envelope method as per KPPRA Rules 2014 and aims to enhance solid waste management infrastructure in the Besham region of Khyber Pakhtunkhwa.
Only well-reputed and experienced manufacturers and fabricators registered on the EPAD system (https://kp.eprocure.gov.pk/#/supplier/registration) are eligible to participate. Bidders must possess valid NTN, GST, and 3S facility (Sale, Service and Spare parts) in Khyber Pakhtunkhwa. A mandatory bid security of two percent of the total bid price must be submitted in the form of a CDR in the name of TMO TMA Besham in a sealed envelope marked as such. All applicable taxes including sales tax, income tax, and KPRA taxes shall be borne by the bidder as per Government Rules enforced in Khyber Pakhtunkhwa.
E-bids must be submitted and uploaded through EPADS on or before June 11, 2026 at 1:30 PM, with technical bids to be opened on the same day at 2:00 PM. The procuring entity will evaluate technical proposals against bid document specifications and reject non-conforming proposals. Financial bids of technically accepted and responsive bids will be opened publicly at a date, time and venue to be communicated to bidders after technical evaluation via E-PADS and email. Successful bidders must provide complete operational training to TMA staff. Incomplete, conditional, late or manual bids will not be entertained. The purchase order remains subject to release of funds, and the competent authority reserves the right to accept or reject any or all tenders for cogent reasons under KPPRA Rules.
