Description / Scope of Work
The Government of Khyber Pakhtunkhwa, Works Department is inviting proposals for the establishment of a new nursing college in Khyber District. This procurement relates to the planning, design and construction supervision of the nursing college facility. The project is to be executed through the RFPI (Request for Proposal) process wherein consultants will be selected based on qualifications and expertise to prepare detailed designs and oversee the construction phase. The scope encompasses architectural and engineering drawings, site assessment, cost estimation, and full project management throughout the implementation period. Located in Khyber District of Khyber Pakhtunkhwa province, this facility will address healthcare education infrastructure needs in the region. The Request for Proposal (RFP) is invited from the shortlisted consultants firms of the civil and building sectors only. A firm will be selected under the quality cum cost based selection (QCBS) method as described in the procurement criteria. Documents shall be processed under the single stage two envelopes procedure. The KPFRA Rules 2014 govern all bids as per Rule 47 of the framework. Technical Proposals must be submitted separately in sealed envelopes. Financial Proposals shall only be opened after technical qualification is confirmed. The consulting firm building closing date is on cash paying basis non-refundable. Bid documents can be obtained from the office of the Executive Engineer, CAW Building Division, Khyber during office hours at least seven days before the closing deadline. All prospective bidders must meet the eligibility criteria and should possess valid EPAD system registration with the relevant authorities before submission.
