Sealed bids for commercial properties and railway station yards

Pakistan Railways Headquarters Office Lahore invites sealed bids on a single stage two envelope basis for leasing out commercial properties and railway station yards across multiple divisions. The total estimated value of all bids is approximately Rs. 4 million. Properties are available for lease under reference PHDL 3268/25 for a period of 21 years (extendable for 21 years), with annual increase in rent at six percent compound basis and Rs. 1 million one-time refundable commitment fee. The properties are located in Punjab province and include Peshawar Division properties such as Kohat River Station yard and multiple Kohat River Station buildings, Rawalpindi Division properties including Noor Hakby Chowk Rawalpindi and Margalla Station Yard, and Lahore Division properties comprising Faisalabad Tangtabad Road sites. Bid security amounts range from Rs. 3 to 10 million depending on property, with annual rents varying from Rs. 1.8 to 25 million.

Eligibility criteria require bidders to be either commercial property developers, real estate developers, construction companies, consultants, or individuals with Letter of Understanding and authorization from the developer or construction company. Pre-bid conference is scheduled for 03.06.2026 between 14.00 and 14.30 hours. Bid documents are mandatory with a participation fee of Rs. 10,000 (non-refundable), which must be paid in advance with the bid. Original bidding documents must be obtained from the Directorate of Property and Land office at Pakistan Railways Headquarters, Lahore, during working hours.

Sealed bid forms with property names marked on the top corner must be submitted at the prescribed address by 14.00 hours on 10.06.2026 and shall be opened on the same date at 14.30 hours in the presence of bidders and their authorized representatives. Bid documents are available on www.pakrail.gov.pk and www.ppra.gov.pk. Pakistan Railways reserves the right to reject any or all bids and to annul the bidding process at any time prior to award of contract.
