The Local Government and Rural Development Department of District South Waziristan Lower invites sealed tenders for the construction of forty solar-based drinking water supply systems (DWSS) under the Accelerated Sustainable Development Initiatives programme with a combined estimated cost of 196 million Pakistani rupees. The project comprises two separate packages: twenty solar-based DWSS in Muhammad Hussain Area and surrounding places, and twenty solar-based DWSS in Naimat Karkatai Area, each valued at 98 million rupees. These water supply systems will serve multiple villages and communities across South Waziristan Lower district in Khyber Pakhtunkhwa, delivering sustainable water access through renewable solar technology.
Bidding is restricted to government contractors registered with the Pakistan Engineering Council (PEC) and enlisted with the Civil & Works Department under the Centralized Enlistment Policy of Khyber Pakhtunkhwa for the current financial year. Contractors must maintain active PEC registration and Active Tax Payer (KPRA) status valid for the current financial year. A bid security equivalent to two percent of the estimated cost (1.96 million rupees per package) must be submitted as a call deposit in favour of the Assistant Director (Senior). The tender will follow a Single Stage Two Envelope Procedure with separate technical and financial proposals.
Bidding documents are available for download from the EPADS website (www.eprocure.gov.pk) and the KP-PPRA website (www.kppra.gov.pk). Eligible contractors must submit bids electronically through EPADS and also send hard copies in sealed envelopes addressed to the Assistant Director (Senior), LG&RDD Headquarters, South Waziristan Lower, Wana, via registered courier service. The deadline for electronic tender submission is 16 June 2026 at 12:30 PM. Technical bids will be evaluated first, and financial bids of only technically responsive bidders will be opened thereafter. Online clarifications may be requested until 10 June 2026 at 5:00 PM. Bids remain valid for ninety days from the closing date.
