Description / Scope of Work
The Local Government and Rural Development Department, District Lower Chitral, Khyber Pakhtunkhwa invites sealed tenders for twenty uplifting and beautification activities under ADP No.944/250164 for the financial year 2025-26. The projects collectively valued at approximately 149.62 million rupees include construction and improvement of food streets, welcome gates, waiting areas, solar street lighting installation, beautification of mosques and public spaces, walking tracks, toilet facilities, and road improvements across multiple locations in Lower Chitral district including Goldoor Chowk, Bakrabad, Ayun, Drosh Bazar, Garamchashma, Shahresham Tushi, Polo Ground, Jughoor, Muldeh, and surrounding areas. The scope encompasses civil works, beautification initiatives, and infrastructure development to enhance urban and rural spaces in Chitral.
Tenders are invited on a Single Stage Single Envelope basis through the Electronic Procurement Analysis and Dispensing System (EPADS) from registered government contractors and firms enlisted with relevant departments as per Central Enlistment Policy. Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA) and possess relevant codes and category certification per PEC standards. Bid security is required at two percent of the engineer estimate, with additional security obligations for bids quoted below the estimated cost. Bidders quoting up to ten percent below estimate submit two percent security only; those quoting ten to twenty percent below submit an additional eight percent security; and bids exceeding twenty percent below require additional security equal to the differential amount.
Bidding documents are available for download from the official EPADS website (www.portalkp.procure.gov.pk) after publication of this notice. Completed bid documents, bid securities, and all required enlistment documentation including KPRA registration, C&W registration, CNIC, and PEC certificates must be uploaded on EPADS before the closing deadline of 23rd June 2026 at 12:00 PM. Original call deposits and detailed rate analysis with supporting documents should be submitted through courier to the Office of Assistant Director Senior LG&RDD, Lower Chitral before bid closure. Electronic bids will be opened on 23rd June 2026 at 12:30 PM. Bids remain valid for 120 days from closing date, and work orders will be issued upon tender approval and fund availability from the Provincial Government.
