Description / Scope of Work
The Punjab Population Innovation Fund (PPIF) invites bids for the provision of security guard services through a single-stage one-envelope procurement process conducted in accordance with Punjab Procurement Rules 2014. This non-consulting services tender seeks qualified bidders to supply and deploy trained security personnel to meet the organizational security requirements of PPIF. The procurement is open to eligible contractors and private security service providers who meet the specified technical and financial qualifications. Interested bidders must demonstrate experience in providing security services, maintain appropriate licensing and insurance, and comply with all applicable labor laws and minimum wage requirements.
Eligible bidders must possess valid business registration, tax compliance certificates, and relevant licenses issued by provincial or federal authorities. A bid security is required from all participating bidders as stipulated in the bid data sheet. Bidders should carefully review the terms of reference, general and special conditions of contract, and the detailed schedule of requirements outlining the deputation plan and work schedule. Joint ventures are not permitted; each bidder must submit only one bid. All bids must be submitted in Pakistani Rupees and include technical specifications, qualifications of proposed security personnel, and a detailed financial proposal.
Bid documents are available through the e-PADS (electronic Procurement System) portal at www.ppif.org.pk. Bidders must submit their sealed proposals electronically before the closing date of June 17, 2026. Bids will be opened and evaluated based on technical compliance and financial criteria. Clarifications regarding bid documents may be requested through the e-PADS platform. Selected bidders will be required to provide a performance guarantee before contract execution.
