Description / Scope of Work
This is an Invitation for Bids (IFB) for the selection of vendors to supply medicines, surgical disposables and non-drug items under the Sehat Sahulat Program Local Purchase (SSP-LP) for THQ Hospital Kabal Swat during the financial year 2026. The procurement is being conducted by the District Health Officer Gulkada-Swat in Swat, Khyber Pakhtunkhwa, under the single stage two envelope bidding procedure in accordance with KPPRA Act 2012 and KPPRA Procurement Rules 2014. The bid security requirement is Rs 120,000 (One Hundred Twenty Thousand Rupees only). All bidding documents containing detailed terms, conditions, specifications and mandatory requirements are available on the EPADS KP-PPRA Portal and may also be obtained from the Office of the Medical Superintendent at THQ Hospital Kabal during office hours.
Eligible bidders must possess a valid Drug Sale License under KP Drug Rules 1982 as amended, registration with FBR and presence on the Active Taxpayer List (ATL), valid firm registration with KPRA, and valid registration on EPADS KP-PPRA Portal. Bidders must quote the maximum possible discount on Maximum Retail Price for medicines. A mandatory Bid Security of Rs 120,000 in the shape of Call Deposit Receipt (CDR) must be uploaded on EPADS Portal with the original hard copy submitted to the Administration Block. Bidders shall fulfill all mandatory requirements and shall be considered non-responsive if bid security is not provided, bid is submitted after the prescribed deadline, bid is ambiguous or conditional, firm/vendor is blacklisted or suspended by Health Department, or the vendor is convicted of undertaking any court of law violation.
Electronic technical bids must be submitted through EPADS on or before 09 July 2026 by 10:30 AM, with electronic opening scheduled for the same date at 11:00 AM in the presence of bidders or authorized representatives. The contract will remain valid for one year, extendable subject to satisfactory performance and mutual written consent. A pre-bid meeting will be held on 30 June 2026 in the conference room at Admin Block THQ Hospital Kabal by 10:00 AM. Successful bidders shall ensure availability of a duly licensed pharmacy/medical store in close proximity to the main gate of THQ Hospital Kabal throughout the contract period. All mandatory bidding documents must be uploaded as mentioned in the bid documents, and failure to comply shall render bidders non-responsive. The District Health Officer reserves the right to reject any or all bids under KPPRA Procurement Rules.
