Description / Scope of Work
BISE Peshawar invites sealed bids through the E-PADS (E-Pak Acquisition & Disposal System) for the procurement of Detail Marks Certificates (DMCs). This invitation for bids (IFB) is issued under tender number 03-2026 for single-stage, one-envelope bidding. The procurement is open to manufacturers, importers, authorized dealers, companies, firms including individual business firms, and general order suppliers who are duly registered with relevant tax authorities including KPRA (Khyber Pakhtunkhwa Revenue Authority) where applicable and FBR for income tax and sales tax, and who are listed on the Active Taxpayers List (ATL). The bid security requirement is set at 2% of the total bid value, and all bids must be submitted electronically through the E-PADS portal in accordance with the detailed instructions contained in the Bid Solicitation Documents (BSDs).
Only bidders who are duly registered on the E-PADS system are eligible to participate in the bidding process. All bids, along with required supporting documents, shall be submitted electronically through the E-PADS system. No hard copies of bids will be accepted. However, the original bid security in the form of CDR or Bank Guarantee (unconditional and irrevocable) issued by a Scheduled Bank must be submitted in physical form through official channels to the office of the undersigned on or before the deadline specified for bid submission. The bid security envelope must reach the office on or before the prescribed time. Failure to submit the original bid security within the specified time shall render the bidder non-responsive and may result in debarment in accordance with KPPRA Rules.
Bidders are strongly advised to carefully read and fully understand the BSDs, which provide complete instructions, eligibility criteria, terms and conditions, and detailed specifications of the items being procured. Bid documents are available for download from the E-PADS portal (https://kp.eprocure.gov.pk/) under the Active Tenders section until the closing date and time of bid submission. The advertisement is also available on the official website of KPPRA (www.kppra.gov.pk). Bids shall be opened electronically through the E-PADS system on 22 June 2026 at 10:30 AM in the presence of bidders or their authorized representatives.
