Description / Scope of Work
Public Health Engineering Division Karak-I, Government of Khyber Pakhtunkhwa invites online electronic bids through the E-PADS system for execution of multiple water supply and infrastructure projects funded under Oil and Gas Royalty KADP funds for the year 2025. The scope includes distribution line construction with compound walls, reservoir and solarization works at PK-97 in three packages, installation of mini tube wells, drinking water supply schemes across multiple locations including Ahmed Khel, New Abadi Sabir Abad, Waley Banda Dur Algada, Dana Kala, Kotey Kala, Dabb-01, Small Landoki and Aman Kot. The total estimated project value exceeds 26 million Pakistani Rupees with projects located throughout Karak District in Khyber Pakhtunkhwa Province. Bidding follows the Khyber Pakhtunkhwa Public Procurement Rules 2014 as amended under a single stage single envelope procedure through the E-PADS portal.
Eligible bidders must possess valid PEC registration with Pakistan Engineering Council, valid KPRA registration and FBR NTN certificate with active status, KP Central Enlistment Registration, non-blacklisting affidavit on judicial stamp paper, Form-H or SECP registration where applicable, and partnership deed or power of attorney if required. Bid security must be submitted as a Call Deposit Receipt equal to 2 percent of the estimated cost in favour of the undersigned along with applicable stamp duty. Bidders quoting below the engineer's estimate shall submit additional bid security as per KPRA rules. The bid must remain valid for 90 days from the date of opening.
Bids must be submitted exclusively through the E-PADS Portal by 12:00 AM on 16 June 2026. Bid documents are available for download from the EPADS website before the closing date. Opening of bids will occur at 02:00 PM on the same date at the Office of the Executive Engineer, PHE Division Karak-I, Official Colony near PTCL Office Karak. Scanned copies of all mandatory documents must be uploaded with the online bid, while original bid security and duly signed documents must reach the office through registered courier before closing time. Late, incomplete or conditional bids will be rejected, and the competent authority reserves the right to accept or reject any or all bids under Rule 47 of KPPRA Rules 2014.
