Description / Scope of Work
The Health & Population Department, Government of Punjab, invites sealed bids for the auction of parking services at Tehsil Headquarters (THQ) Hospital Mankera for the financial year 2026-27 (ending 30 June 2027). The contract encompasses round-the-clock parking management and vehicle security services at the hospital facility. The reserve auction amount is PKR 267,500 per annum, exclusive of taxes. The successful bidder will be awarded the contract based on the maximum bid amount offered and must commence operations immediately upon contract award, or vacate premises upon engagement of the PMU outsourced parking firm. The scope of services includes developing a comprehensive parking and visitor management plan, operating parking facilities with proper signage and demarcation, collecting fixed parking fees (Cycle Rs. 5, Motorcycle/Rickshaw Rs. 10, Car Rs. 20), providing cleanliness and maintenance, installing CCTV cameras, deploying security staff, and bearing all costs related to vehicle theft or loss. All equipment and infrastructure must be provided by the contractor at their own expense.
Eligibility criteria require bidders to be enlisted contractors under Punjab Local Governments (Auction of Collection Rights) Rules 2016, classified into categories based on contract value limits. Contractors must not be defaulters to any local government, blacklisted by any department, declared insolvent, or otherwise legally incompetent. Bidders must furnish staff biodatas to hospital authorities prior to contract execution. Free parking must be provided to all hospital staff members. The successful bidder must deposit the full bid amount in the government bank account immediately upon award, including all applicable income tax and provincial sales tax.
Parking services must be provided on a 24-hour, 7-days-per-week basis, including Sundays and public holidays, without interruption regardless of strikes, emergencies, or adverse weather conditions.
