Description / Scope of Work
The Military Engineer Services (CMES) Navy Comcoast Office at PNS Karsaz, Karachi, Sindh, invites pre-qualification applications from contractors and firms for eight major works and supply contracts. The scope includes abnormal repair and renovation of administrative blocks at PNS Qasim, supply of fresh water through bowzers and water barges to LSS Bundal Island, CPO and PO family quarters at 301 BDE HQ Sujawal, rehabilitation of quarter deck foundation at PNS Iqbal, increase in boundary wall height at 2nd FP BN, provision of furniture for cook house and dining hall at MTC Gwadar, and water supply to NSCM, CMTRO TPT yard and boat pool facilities at PNS Qasim. The tender notice reference is CMES (N) COMCOAST letter No. 6006-Advt-CMES/59/E-6 dated 08 June 2026.
Eligible applicants must be firms or contractors listed on the approved list D of MES Contractors or equivalent Government department lists with proven experience in similar works. Applicants must furnish valid Pakistan Engineering Council registration certificates and bank statements. Contractors not on the MES approved list must provide departmental approval proof, financial standing statements with bank certificates, details of employed staff, tools and plant inventory, and comprehensive work experience records from the last ten years, duly attested by Class-I Gazetted Officers. Contractors not on the MES approved list or those suspended must deposit earnest money equal to 2% of estimated cost in the form of FDR or Deposit At Call, pledged to CMES Navy Comcoast, with refunds available for non-pre-qualified or unsuccessful applicants. Applicants must provide detailed performance information including work executed during the last two years and ongoing work, executing agency, work amounts, time allowed, completion dates, progress percentages, and departmental performance reports from divisional engineers or XENs.
Pre-qualification applications close on 29 June 2026 at 1500 hours at the CMES Navy Comcoast Office at PNS Karsaz, Karachi. Tender documents will be issued to pre-qualified firms and contractors, with tenders required to be submitted by 1130 hours on 06 July 2026 and opened on the same date at 1200 hours. Incomplete applications with missing data will not be entertained. CMES Navy Comcoast reserves the right to reject all bids at any stage prior to acceptance and is not obliged to justify rejection grounds.
