Description / Scope of Work
The Public Health Engineering Division Kolai Pallas Kohistan, Government of Khyber Pakhtunkhwa, invites sealed bids through the Electronic Procurement and Auction Development System (EPADS) for annual repair and maintenance services of completed water supply schemes. Two separate contracts are being advertised: one for Tehsil Pallas and one for Tehsil Battara, each with an estimated cost of 4.00 million Pakistani Rupees for the financial year 2026-27. The procurement is conducted under a Single Stage Two Envelope procedure, with bids to be submitted both in hard copy and electronically via EPADS. The scope includes comprehensive repair and maintenance of water infrastructure serving the communities across these administrative divisions in Kolai Pallas Kohistan.
Eligible bidders must possess valid Professional Engineers Council (PEC) registration for 2025-26, current enlistment certificates from the Works Department, and valid registration with the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) and Federal Board of Revenue (FBR). Bidders must submit a bid security equivalent to two percent of the estimated cost plus applicable stamp duty, along with a bidding entry fee of 0.03%. Contractors quoting below the engineer's estimate must provide additional security: eight percent if the bid is between 10-20% below the estimate, or additional security equal to the differential amount plus detailed rate analysis if the bid exceeds 20% below. Performance certificates from the SDO are mandatory for contractors with prior experience at this office. All required documents including CNIC, audit reports, affidavits regarding litigation and blacklisting status, and declarations must accompany the technical bid.
Bid documents can be downloaded from the official EPADS portal at kp.eprocure.gov.pk and the Khyber Pakhtunkhwa PPRA website at kppra.gov.pk, or obtained directly from the PHED office in Kolai Pallas Kohistan. The deadline for bid submission is June 23, 2026 at 12:00 noon, with the last date for clarification being June 18, 2026 at 12:00 P.M. Technical bids will be opened on the submission date at 1:00 P.M. in the presence of contractors or their authorized representatives. Bidders should submit financial bids, bid security, and entry fees in sealed Financial Proposal envelopes.
