Description / Scope of Work
Port Qasim Authority (PQA), located in Karachi, Sindh, invites sealed tenders from Original Equipment Manufacturers (OEMs), authorized distributors, and authorized suppliers for the supply of lubricants and grease for the PQA Dredger Indus Dolphin. The procurement includes three main items: 31,500 liters of Lube Oil (PSO Oceana T-40 or equivalent), 20,160 liters of Hydraulic Oil (PSO Hygrol AW68 or equivalent), and 2,184 kilograms of Grease Alvania ELFL-2 or equivalent. All materials must meet specified performance standards and technical specifications as detailed in the tender documents. The tender reference is PQA/ST/Lube/01/25-26.
Eligible bidders must be Original Equipment Manufacturers or authorized distributors and suppliers registered with E-Pak Acquisition and Disposal System (EPADS) of PPRA, registered with the Income Tax Department, and listed on the Active Tax Payer List (ATL) maintained by the State Revenue Board (SRB). Bidders must submit a Fixed Earnest Money of Rs. 1,000,000 (one million rupees) in the form of a pay order from a Schedule Bank of Pakistan with a minimum AA rating or higher, issued in favor of Port Qasim Authority. The method of procurement follows a Single Stage Two Envelope procedure under Rule 36(b) of the Public Procurement Rules 2004. All taxes, including GST and professional taxes, shall be borne by the tenderers. Rates quoted must remain valid for 120 days from the date of tender opening.
Tenderers may obtain complete tender documents from the Manager (Procurement), Stores and Procurement Department, Port Qasim Authority, Karachi, during office hours 08:00 A.M. to 04:00 P.M. (Monday to Thursday) upon payment of Rs. 500 (non-refundable) as a pay order in favor of Port Qasim Authority. Bidding documents may also be downloaded from PQA and PPRA websites and through E-PADS. Technical proposals and financial proposals must be submitted separately in sealed envelopes to the Manager (Procurement) by 1100 hours on 29-06-2026. Technical proposals will be opened the same day at 1130 hours in the Conference Room, Admin Building, Port Qasim Authority, in the presence of tenderers or their authorized representatives. Financial proposals of technically qualified bidders will be opened at a later date and venue to be intimated.
