Description / Scope of Work
Quetta Electric Supply Company Limited (QESCO) invites electronic bids for construction of boundary wall, security guard room, and provision and fixing of solar lights at the 132kV grid station Jhal Jaoo in Balochistan province. The estimated project value is Rs. 39,307,000.00 and is being procured through e-PAK Acquisition and Disposal System (E-PADS) on National Competitive Bidding basis. The work falls under PEC specialization code CE–10 and includes comprehensive civil infrastructure development and security enhancements at the grid station facility.
Eligible bidders must be registered on E-PADS with a valid Pakistan Engineering Council (PEC) License (2025–2026) in category C–5, registered and archived with Provincial Sales Tax (PST) in Balochistan, and listed as Active Tax Payers with the Federal Board of Revenue (FBR). Bidders must have successfully completed at least two similar contracts within the last eight years from any DISCO or NTDC with duly attested completion certificates. Bid Security of an amount specified in the bidding documents must be provided as Bank Guarantee or CDR from any scheduled bank of Pakistan, valid for 150 days. A non-refundable tender fee of Rs. 5,000.00 must be deposited as a pay order in the name of PD (GSC) QESCO. Bidders with two or more pending works in GSC QESCO Directorate within the last two years are not eligible.
Standard Bidding Documents containing detailed terms, conditions, specifications, and requirements can be downloaded free of cost by registered bidders on E-PADS. Electronic bids must be submitted through E-PADS by 29th June 2026 at 1130 hours; manual bids will not be accepted. Scanned copies of bid security must be uploaded on E-PADS, while original bid security documents must be submitted one day before the opening date. Electronic bids will be opened publicly on 29th June 2026 at 1200 hours in the office of Project Director (GSC) QESCO, Quetta. Bidders must quote firm and final prices with no escalation requests entertained after bid opening.
