Description / Scope of Work
The National Vocational and Technical Training Commission (NAVTTC) invites bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 from eligible bidders for the establishment of eight IT laboratories with comprehensive provision and installation of all necessary equipment on a turnkey basis at public technical and vocational education and training institutes located in Karachi, Punjab. This procurement is undertaken under open competitive bidding procedures in accordance with the Public Procurement Rules 2004, employing a single stage-two envelope methodology with Quality and Cost Based Selection (QCBS) technique to ensure transparency and value for money.
Bidders must be registered on EPADS v2.0 and are required to submit a Bid Security in the form of a pay order made in favor of NAVTTC Fund as per specifications outlined in the bidding documents. All eligible vendors, whether already registered or new to the system, may access detailed e-bidding documents including terms, conditions, specifications, and technical requirements through the EPADS portal at https://vendors.epads.gov.pk/. E-bids prepared in strict accordance with the instructions provided in the bidding documents must be submitted exclusively through EPADS v2.0 on or before Thursday, June 25, 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. Manual bid submissions will not be accepted. In case of disputes, the Grievance Redressal Committee (GRC) under Rules 48 of the Public Procurement Rules 2004 is available for review on EPADS v2.0 and the Authority's website at www.ppra.org.pk.
