Pakistan Revenue Automation (Private) Limited (PRAL), the principal IT arm of the Federal Board of Revenue under the Government of Pakistan, is issuing a Request for Proposals to establish a multi-vendor framework agreement for the provision of manpower outsourcing services. This tender invites qualified, PPRA-compliant firms to supply skilled, semi-skilled, and unskilled human resources across seven resource categories including administrative and office support, operational and facility staff, technical and maintenance personnel, information technology professionals, cybersecurity experts, and specialized talent for digital transformation initiatives. The engagement will be structured as a panel-based, ranked framework agreement with enforceable service level agreements to ensure timely recruitment, deployment, and replacement of personnel across all functional departments in Islamabad.
Eligible bidders must be registered with the relevant regulatory authorities and demonstrate capacity to manage payroll, statutory compliance, HR administration, and labor law obligations. Firms deploying digital HR tools, AI-assisted screening, and employee welfare programs will be incentivized. The procurement follows Open Competitive Bidding under PPRA Rule 36 with evaluation based on Quality and Cost methodology (Technical 70% / Financial 30%). Pre-bid meeting is scheduled for 18 June 2026 at 11:00 AM at PRAL's Islamabad office.
Bid documents may be obtained from the Head of Procurement, PRAL, Islamabad. Sealed proposals must be submitted by 26 June 2026 at 11:00 Hours. The tender is issued pursuant to Public Procurement Rules, 2004 (as amended).
