Description / Scope of Work
The Hydrology and Research Directorate, operating under Member (Water) WAPDA, invites sealed bids for the procurement, installation, testing and commissioning of telemetry stations and stream gauging stations at Attabad Lake Hydro Power Project in Punjab. This civil works procurement is planned for FY 2026-27 with reserved funds allocated by the Water and Power Development Authority. The project aims to establish a telemetric and hydromet network infrastructure for hydrological monitoring and data collection at the project site.
Bidding follows the Public Procurement Rules 2004 under a Single Stage-One Envelope methodology using Quality and Cost Based Selection (QCBS) technique. Eligible bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. All bids must be accompanied by bid security in the form of Pay Order, Banker's Cheque, Call Deposit, Demand Draft, or a bid securing declaration as specified in the bidding documents. The procurement authority will evaluate submissions based on combined quality and cost criteria in accordance with regulatory guidelines.
Complete e-bidding documents containing detailed terms, conditions, specifications and technical requirements are available on EPADS at https://vendors.epads.gov.pk/ for registered bidders. E-bids must be submitted through EPADS v2.0 on or before Thursday, July 2, 2026 at 02:00 PM, with opening scheduled for the same day at 02:30 PM. Manual bid submissions will not be accepted. Interested vendors not yet registered should register at the EPADS portal with assistance available from the registration tutorial.
