Description / Scope of Work
Comsats University Islamabad (Sahiwal Campus) invites proposals for consultancy services to enhance the solar net metering facility from 300 kW to 488 kW capacity. This procurement is planned for fiscal year 2026-27 with reserved funds allocated under the university's renewable energy expansion programme. The project is located at the Sahiwal campus in Punjab province and aims to upgrade the existing solar infrastructure to support increased renewable energy generation and net metering operations. The consultancy will cover technical assessment, design optimization, regulatory compliance, and implementation support for the capacity enhancement initiative.
Eligible bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. All proposals must include bid security in the form of a pay order, call deposit, demand draft, or bid securing declaration on the prescribed format. The procurement will follow the Single Stage-One Envelope procedure using Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules 2004. Bidders should ensure they meet all eligibility requirements and provide complete documentation as specified in the bidding documents.
E-Bidding documents containing detailed terms, conditions, specifications, and requirements are available on EPADS at https://vendors.epads.gov.pk/. Proposals must be submitted electronically through EPADS v2.0 on or before June 29, 2026 at 1:00 PM, with opening scheduled for the same day at 1:30 PM. Manual submissions will not be entertained.
