Defence Stores and Equipment Supply by Directorate of Procurement (Navy)

The Directorate of Procurement (Navy), located at Bahria Gate near SNID Center in the Naval Residential Complex, E-8, Islamabad, invites sealed tenders from qualified suppliers for the supply of defence stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is conducted in accordance with PPRA Rules 2004 and Defence Purchase Procedure & Instructions (DPP&I-35 Revised 2019). Potential bidders must thoroughly familiarize themselves with these regulations before participation. The tender encompasses technical and commercial components, with technical offers to be evaluated prior to commercial proposal opening. Suppliers are required to be registered or willing to register with the Directorate General Defence Purchase (DGDP) to qualify for contract award, which shall be made following security clearance and submission of required registration documents.

Eligible bidders must possess requisite technical and financial capability to execute the contract. Bidders are required to submit earnest money as specified in the tender documents. All tender conditions must be responded to clearly, and any deviations from the invitation to tender specifications must be highlighted with the firm's offered alternative conditions. Non-compliance with tender conditions may result in rejection of the offer. Firms must provide supporting documentation including bank challans, authorization letters where applicable, principal invoices, compliance forms (DP-1, DP-2, DP-3), technical specifications, DGDP registration letters if applicable, income tax filing proof, and sales tax registration proof.

Tender documents must be submitted in three sealed envelopes: Sealed Envelope 1 containing the technical offer in duplicate with all required compliance documentation; Sealed Envelope 2 containing earnest money only; and Sealed Envelope 3 containing the commercial offer with firm pricing and duly completed DP-2 forms. All envelopes must be clearly marked with the tender number and opening date.
