Description / Scope of Work
Punjab Sahulat Bazaars Authority (PSBA), Government of the Punjab, invites sealed bids from well-reputed and experienced firms and companies for the provision of Human Resource Outsourcing Services under a framework contract in accordance with Rule 15 of the Punjab Procurement Rules, 2014. The contract is valued at PKR 1221.81 million and services may be required at existing and future Sahulat Bazaars and Sahulat on the Go (SOTG) bazaars across Punjab province. The procurement follows the Single Stage-Two Envelope bidding procedure and will be executed through the e-PAD platform under the Punjab Procurement Regulations 2024.
Bidders must be duly registered with relevant registration authorities and tax departments including Income Tax, Sales Tax, and Punjab Sales Tax. A bid security of PKR 61.00 million in the form of a CDR or bank guarantee from a scheduled bank, made in the name of PSBA, is mandatory. Technical and financial bids must be submitted separately and uploaded on the e-PAD portal. A pre-bid discussion will be held on June 22, 2026 at 11:00 AM to clarify any queries regarding the tender documents and requirements.
Bid documents in English language are available for free download from the PPRA website at www.ppra.punjab.gov.pk, the e-PAD portal at www.punjab.eprocure.gov.pk, and PSBA's procurement website at https://psba.gop.pk/procurement. Bidders must register at www.punjab.eprocure.gov.pk for electronic submission. Sealed bids must be submitted online by June 29, 2026 by 09:30 AM, with bid opening scheduled for the same date at 10:00 AM.
