District Administration Hafizabad invites electronic bids for a framework contract regarding procurement of various goods and items required for the offices of Deputy Commissioner, ADCR, District Registrar, and Dehi Maraakiz e Mall for the financial year 2026-27. The procurement is on a free delivery to consignee's end basis and is open to GST, Income Tax, and e-PADS registered firms operating in Punjab. Bidders must submit bids for the entire total quantity on a lot-wise basis, with partial quantity bids being rejected outright. The tender document is available for download from the websites of PPRA and e-PADS without any fee, containing detailed specifications, terms and conditions, and quantity requirements.
Eligibility criteria require that bidders must be registered with GST, Income Tax, and e-PADS. A bid security of 01 percent of the estimated cost for each lot is mandatory, to be submitted in the form of Bank Draft, Bank Guarantee, Call Deposit Receipt, or Pay Order in favor of the Deputy Commissioner, Hafizabad. The scanned copy of the bid security must be attached to the electronic proposal, with the original document provided to the office before the tender closing time. Successful bidders will be required to furnish a performance guarantee of 01 percent of the contract amount in the same form before issuance of the supply order.
Bidding follows the Single Stage Two Envelopes procedure under Punjab Procurement Rules 2014. The deadline for bid submission is 01 July 2026 at 11:30 AM, with electronic opening scheduled for the same date at 12:00 PM. Bidding documents can be accessed through e-PADS at https://punjab.eprocure.gov.pk and PPRA at https://ppra.punjab.gov.pk. Supply must be completed within 07 days from the work order date, with a penalty of 2 percent per month charged for late delivery. All documents must contain proper page marking, be attached in sequence as per evaluation criteria, and be signed by an authorized person.
