Description / Scope of Work
The Punjab Building Department (North Zone), through its Executive Engineer Building Division No. 2 Rawalpindi, invites sealed tenders for the improvement and rehabilitation of Abad Rest House & Complex in Rawalpindi under Annual Development Programme (ADP) for the financial year 2025-26. The estimated project cost is Rs. 578.796 million with a contract duration of 02 years. The work is located at Rawalpindi Cantonment and involves comprehensive rehabilitation and upgradation of the rest house facilities and associated complex infrastructure.
Tenders are invited from engineering contractors and firms enrolled and renewed with the Pakistan Engineering Council (PEC) for the current financial year in relevant categories and specifications. Bidders must possess valid PEC licenses with the requisite relevant specification codes; contractors lacking the specified codes will not be entertained. Interested bidders are required to submit earnest money in the form of a Crossed Demand Draft (CDR) at 5 percent of the estimated DNIT cost (Rs. 28.940 million). The tender follows the PPRA Single Stage Two Envelope (Technical and Financial) system as per PPRA Rules 38(2)(a), and only contractors meeting all technical eligibility criteria will have their financial bids opened and evaluated.
All tender documents must be submitted online through the EPADS (E-Pak Acquisition and Disposal System) website at https://eprocure.gov.pk on or before 01 July 2026 at 11:00 AM. Technical bids will be opened on the same date at 11:30 AM at the office of the Commissioner Rawalpindi Division in the presence of interested contractors or their authorized representatives. The original CDR must be submitted to the Executive Engineer Building Division No. 2 Rawalpindi by the closing time. Financial bids will be opened after evaluation of technical proposals. The successful bidder must furnish 10 percent performance guarantee within 15 days of award.
