Description / Scope of Work
The National Highway Authority is inviting expressions of interest from qualified consulting firms for the selection and engagement of firms to develop a digital project management platform in support of the preparation of the proposed Asian Infrastructure Investment Bank (AIIB) financed reconstruction of National Highway N-5 under Pakistan's Resilient Recovery, Rehabilitation and Reconstruction Framework Project. This procurement is financed by the Project Preparation Special Fund (PPSF) and seeks to establish a comprehensive digital solution for project management and coordination. The scope of work encompasses development of a web-based platform integrating Building Information Modeling (BIM), Geographic Information System (GIS) capabilities, and software development expertise to support the supervision and management of the road reconstruction and rehabilitation works across the Federal territory of Pakistan.
Eligible firms must be registered from a relevant regulatory body, with international firms or those possessing international experience being preferred. Applicants must demonstrate permanent staff with specialized expertise in BIM, GIS, and software development, along with transportation engineering capabilities. Firms are required to provide evidence of at least two relevant projects completed in the past five years. Joint ventures and sub-consultancy arrangements are permitted, provided all partners sign a written agreement defining roles, responsibilities, and liability. In the case of joint ventures, all partners shall be jointly and severally liable for the entire contract, with each partner meeting qualification requirements for their assigned role.
Evaluation of expressions of interest will be conducted based on four primary criteria: firms registration and experience (10 marks), specialized staff qualifications (20 marks), technical experience (50 marks), and previous International Financial Institution (IFI) funded project experience (20 marks). Applicants must provide detailed documentation including at least three relevant projects each in GIS digitization, BIM implementation, web interface development, and road works supervision or rehabilitation projects completed within the last ten years. All project submissions must include documentary evidence such as contract agreements, JV agreements, letters of acceptance, and client experience letters. Projects without adequate documentary evidence will receive zero marks.
