Description / Scope of Work
The Military Engineer Services, Directorate of Works and Civil Engineering (Navy) invites applications for pre-qualification of firms and contractors for the provision of facilities and supply items across multiple locations in Pakistan. The tender encompasses seven distinct work packages: provision of certain facilities at Karachi, Islamabad, Lahore, and Turbat; provision of furniture at Karachi, Islamabad, Lahore, and Turbat; and provision of bazar supply items at Karachi and Islamabad. Applications are being sought under clauses 13, 15, and 16 of the PPRA Rules 2004, with reference number 6900/CK,CP & Isld/Lhr/E-6. The pre-qualification process aims to shortlist eligible contractors before tender documents are issued to qualified firms.
Eligibility is restricted to firms and contractors already enlisted with Military Engineer Services in category A or B, or registered with other government departments, with verifiable experience in similar works. Applicants must possess valid Pakistan Engineering Council (PEC) registration valid until at least 30 June 2027, along with NTN, FBR, and MES Registration Certificate. Required documentation includes a detailed company profile outlining similar works completed in the last five years with sponsoring agency names, costs, and performance reports; a list of enrolled manpower including PEC-registered engineers; details of tools, plants, and machinery; and bank statements covering the last two years. Incomplete applications will not be entertained.
Applications must be submitted to HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 11:30 hours on 1 July 2026, with tender opening scheduled for 12:00 hours the same day. Prequalified firms will be required to deposit bid security equal to 2 percent of their quoted bid cost in favour of DW&CE (Navy) Islamabad, which will be refundable to unsuccessful bidders. Bid evaluation will follow criteria formulated by HQ DW&CE(N), with contract award proceeding to the lowest evaluated responsive bidder. The Accepting Officer reserves the right to reject any or all applications in accordance with PPRA regulations.
