Description / Scope of Work
District Council Chakwal invites sealed bids through the E-PADS electronic procurement platform for the execution of four major infrastructure works during the 2025-26 financial year. The projects include construction of a retaining wall with allied works at Village Behkri (estimated cost PKR 7,37,300), construction of street and retaining wall at Village Chak Jharrary (PKR 36,84,000), bush cutting and wild grass cleaning around Mureed Base in Chakwal (PKR 25,00,000), and rehabilitation of Muharram routes across District Council Chakwal jurisdiction (PKR 50,00,000). The total procurement scope spans various civil infrastructure improvements across the Chakwal district in Punjab province, with a combined estimated value of approximately PKR 1.19 crore.
Eligible bidders must be registered on the E-PADS platform for the year 2025-26 and possess valid contractor credentials. Bids must be accompanied by bid security at five percent of the estimated cost in the form of a CDR or pay order from a scheduled bank in Punjab, payable to District Council Chakwal. Bidders are required to upload scanned copies of bid security documentation on E-PADS and submit original CDR documents to the District Council office by the closing time. The bidding process follows the Single Stage Single Envelope procedure in accordance with Punjab Procurement Rules 2014. If the lowest bid is equal to or less than five percent below estimated cost, additional performance security between five to ten percent must be deposited within fifteen days.
Bidding documents are available for free download from https://punjab.eprocure.gov.pk/. All bids must be submitted electronically through the E-PADS platform by 11:00 AM PST on 01-07-2026, with bids opening at 11:30 AM PST the same day in the presence of bidders at the District Council Chakwal office. Quoted rates must be itemized and clearly readable; incomplete, ambiguous or unfilled bids will be rejected. Non-responsive, non-readable, non-signed and non-stamped submissions will be automatically rejected. Successful contractors must execute agreements on government-specified stamp paper within seven days of acceptance letter issuance to receive the work order.
